The New Deal Part 8: Empowering Minds and Empowering Nations


This is the second legislation that shall work in conjunction with New One World Earth federal financial prosperity program, which must be adopted by March 1st, 2025.

Nation states are the cornerstone for all societies…


As a superpower the United States of America has agreed to work in unison with the United


Nations to do a money empowerment transfer for all United States legal immigrants, registered aliens and United States born Americans based on the framework and legislative directives of the original founding fathers.


Post World War II, and the successful conversion of gold to a paper currency, the United States has opted to allow all of the United States legal immigrants, registered aliens and United States born Americans become all multi-millionaires.


This controversial legislation will work as following:

United States legal immigrants, registered aliens and United States born Americans will be required to enroll in lifetime courses, and register to take financial seminars that empower them to spend, save and freely give their wealth as they seem fit.


All United States legal immigrants, registered aliens and United States born Americans will be required to take five courses, and upon completion participate in a lottery that will allow them to become successful business owners that use Artificial Intelligence as one of their core critical infrastructure systems.  All systems will be vetted and certified by an Assist Visitor of the Cybersecurity and Infrastructure Security Agency (CISA).

Identifying trusted investors

Micro and Macro Economics

Artificial Intelligence and your business

Business Taxing Structures


All of the above courses must be completed before individuals are able to enter into the new lottery system and all United States legal immigrants, registered aliens and United States born Americans will be fingerprinted by their local police force or the FBI.


The United States government will hire 500 additional resources (employees or contractors) to perform remote fingerprinting mobile locations, which will be overseen by local municipalities of that region.  To identify your region, please refer to the FEMA Regions (Regions 1 to 10) within your local state.


All local municipalities will register through an online portal, and will be fully funded for establishing designated fingerprinting locations (brick-and-mortar) or mobile.


All hired resources will be paid a minimum of $65 an hour, and they will take a two weeks paid course on how to use various technologies to successfully operate their mobile fingerprinting vehicle and equipment.


The United States of America’s supply chain will provide all municipalities with the following formula:

Atlanta has 5.2 million people, classification of United States legal immigrants, registered aliens and United States born Americans is currently unknown.  The below formula guidelines were intended for United States legal immigrants, registered aliens and United States born Americans.


All brick-and-mortar locations will be required to have a designated space or approved location that is a minimum of 1500 and a maximum 4000 square feet.


Formula for brick-and-mortar locations will have to obtain a permit from their local municipality to cover the designated space and ensure that the maximum occupancy for a minimum of 1500 square feet is properly adhered to.


All mobile locations will have to obtain a license from their local Department of Motor Vehicles locations and ensure that the occupancy guidelines are adhered to based on the purchases of commercial vehicles, employee or contractor small vehicles and mobile units that are either remote or in a designated legal space or location.


All municipalities will have the authority to develop his or her own formula that is based on the populace of that jurisdiction.


Populaces will not be classified by the United States census, but based on the REAL ID federal program, which will be implemented into all states by May 31, 2026.


The above guidelines  will determine how many vehicles will be ordered, serviced and deployed to the municipalities designated areas (brick-and-mortar) or mobile.


All municipalities will have the option to purchase their fleet vehicles from all United States car manufacturers  through a voucher system that will use the above formula. 


All municipalities will be allowed to purchase vehicles that cost no more than $38,500 for small mobile locations, or for employees or contractors that have to commute to their fingerprinting locations. 


All municipalities can purchase cargo vans or larger mobile units based on the above formula guidelines at a max rate of $150K (which must total all equipment, devices, tools, and the vehicle itself).


All municipalities must file for a land voucher with the United States Department of State to obtain land that can prove that all accessible persons are in compliance with legal citizenship guidelines.

The United States Department of State will work in concert with the Assist Visitor process and ensure that all obtained land is safe to conduct official government business on.


Disbursement of Lottery Funds

All United States legal immigrants, registered aliens and United States born Americans will be required to pay a one-time federal tax of 22.7%, which is a total of $113,500,000.00, which is immediately deducted by the United States Department of Treasury at the time of disbursement.


All United States legal immigrants, registered aliens and United States born Americans must pay his or her creditors and debtors, immediately at the time of disbursement.  All lottery participants must register all their known debts and creditors (that they are aware of) at the time of disbursement. 


The United States Department of Treasury will work in concert with a credit bureau alliance that will be fully funded by the federal government to establish that all debts of record are immediately identified, reconciled and paid at the time for their lottery disbursements.


All remaining money after federal taxes are paid and creditors compensated, will allow all United States legal immigrants, registered aliens and United States born Americans (post lifetime five course program completion) to get the remainder of his or her money to live and abide by the law of the land or of their occupancy or domicile of federal registration.


There will be a cap on all business purchases and acquisitions attempted within the slated 18-month time frame.  No one can purchase a single business that costs more than $200 million without successfully establishing that they have other holdings or accounts that will substantiate that s/he is financially able to make such a large purchase or acquisition.   


Order of selected lottery FEMA Regions are as follows:

FEMA Region 10 - Alaska, Idaho, Oregon and Washington



FEMA Region 7 - Iowa, Kansas, Missouri, and Nebraska


FEMA Region 1- Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont


FEMA Region 5 - Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin



FEMA Region 2 - New Jersey, New York, Commonwealth of Puerto Rico, and Territory of the U.S. Virgin Islands



FEMA Region 6 - Arkansas, Louisiana, New Mexico, Oklahoma and Texas


FEMA Region 3 - Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia


PLEASE NOTE: All United States legal immigrants, registered aliens and United States born Americans will immediately receive lottery disbursements, post taxes, credit payouts and completion of the lifetime five course program (which is federally mandated).  The selected above lottery order is for business purchases and acquisitions only.  Therefore, you will receive the remaining monetary amount regardless if you desire to run and operate a business or purchase property.                                                                                                                                    

The Assist Visitor process will work as follows:

All technologies that can improve advancement in multiple private sector areas (that did not have this specific technology) will get first priority, without the oversight of the strenuous patent process.  


All patent applications will be reviewed and processed within six months, and all certified patent agents will receive additional training to ensure that s/he is properly prepared to expedite the patent application process.


The government under this new directive will give special funding to ensure that there are enough patent agents and patent experts to aid in the patent application process.  Additional training and training materials will be overseen by IBM and other vetted technologies organizations including Cisco and McAfee Inc.


Dell Technologies and Hewitt Packard will onboard 250 new employees that will be trained in the following areas:

Installation of new trusted computer systems

Installation of digital technologies

Installation of automation tools

Installation of audit tools

Installation of middleware software


The United States of America defense department will hire 300 paid certified Assist Visitors.  All Assist Visitors will be trained and certified in the following areas:

Information Assurance

Infrastructure Governance

Ransomware Scanning Technologies

Asset Reconciliation and Tagging

Establishing and enhancing the DHS relationship with critical infrastructure owners and operators.

Business etiquette of communication messages to inform teams on how to address and contact their assigned facility.

How to conduct onsite briefs that will explain how their facility or service fits into its specific critical infrastructure sector.


All new hires will be able to provide an overview of the CISA resources available to the facility to enhance security and resilience.


All new hires will be able to Reinforce the need for continued vigilance.

All new hires for the above referenced employment assignments will be compensated as follows:

Patent Agents and Patent Experts will be paid a minimum of $125 per hour, with a weekly cap of 60 hours which must be paid with time and a half and double time if allowed to access trusted computer networks remotely during federal holidays and scheduled maintenance for disaster recovery, business continuity and business impact assessments.


Assist Visitors will be paid a minimum of $200 per hour, with a weekly cap of 60 hours which must be paid with time and a half and double time if allowed to access patent applicant facilities during peak or off-peak hours.


Chamber of Commerce Guidelines

All chamber of commerce locations will be able to receive an annual stipend of up to $1.4 million to ensure that staff is in place to cover hearings for all United States legal immigrants, registered aliens and United States born Americans who desire to purchase a new or existing business, operate dealerships or commercial vehicle service centers within their jurisdiction.


All chamber of commerce stipends will last for two consecutive ten-year periods.  There will not be an automatic renewal to ensure that if a chamber of commerce needs to expand or relocate to another designated area within their state they can successfully do so.  The annual renewal process will ensure that all information including addresses, staff counts and resources and contact information and points of contact are all up to date.


The federal supply chain will send all chamber of commerce locations three renewal notifications. 


The renewal notifications will be as follows: notification one on the sixth month of their stipend, notification two on the ninth month of their stipend and month ten of their stipend.

Upon the eleventh month of the annual chamber of commerce stipend, all chamber of commerce locations must submit their renewal applications via the identified online portal for all supply chain organizations in the United States of America.


Business Acquisition Guidelines

All lottery participants that successfully complete their lifetime five course programs (Making your money matter, Identifying trusted investors, Micro and Macro Economics, Artificial Intelligence and your business and Business Taxing Structures) will be able to purchase only three businesses (within an 18-month period).


All business purchases will be mandated by the licensing and permitting entity within the FEMA Region of your residency. 


All United States legal immigrants, registered aliens and United States born Americans must select residency in one specific state.  All individuals that own multiple residential properties must only purchase based on the domicile of most usage.  Therefore, the location that you reside in the most, or vote from (as a registered voter absentee or in-person) will be classified as your designated residence.


Business purchase locations will not be based on your location of residency, but your lottery placement is based on the FEMA Region lottery process.  (i.e. If you live in Michigan and you are in Region 5 for FEMA, you can purchase up to three businesses within the 18-month period, but the sale of property must commence during the open purchase period for that designated lottery region).


Merger and Acquisition Restrictions

Monopolies remain a federal offense; therefore, all applicants must establish the need and government benefits of such a transaction.  All applicants must produce all of their current holdings and identify their current business size(s), location(s) and employee or contract staff numbers (this includes their temporary, part-time, full-time and on-call work force). 


All applicants must produce blueprints if their merger attempt is under the guise of merging or expanding based on an influx of supply and demand products or services.  The burden of proof is on the acquirer to establish how the cost analysis will benefit the global economy.

Vehicle Purchases for Dealership (New Dealers)


All new dealers must take an online course that will properly prepare that business to be compliant with car manufacturer federal compliance.  New dealers must wait a minimum of one year before s/he can apply or bid for government fleet contracts. 


All new dealers must establish why their dealership will benefit in participating in all government fleet programs, and request a hearing from their local chamber of commerce.


Vehicle Purchases for Dealership Acquisitions or Expansions Only


There will be a six-month waiting period for all dealerships to file for an acquisition or expansion of a proposed purchase or expansion if the dealership is owned by a group.


There will be a three-month waiting period for all dealerships to file for an acquisition or expansion of a proposed purchase or expansion if the dealership is owned by a sole proprietor.


All blueprints and business plans must be submitted by the third month, and a chamber of commerce hearing will be held for any state that the dealership desires to operate their dealership from.
